For the purposes of this debate, authority can have a range of different meanings, including the knowledge you learn, teachers at school, the police and government in everyday life, and parents within families. Questioning that authority can involve a wide variety of different things, whether it be through words (verbal), actions, or just the attitude with which you treat that authority. Opening Government is allowed to set the exact kinds of policy they might support as to how schools may encourage the questioning of authority (though they cannot mandate that everyone will necessarily listen!)
